Bryant's rule for driveways in the public right-of-way

Bryant's Minimum Standard Specifications for Streets (Aug. 2021) set exact paving depths for any driveway built in the public right-of-way, the public land along the street. Section 5.8(D), the driveway design standards, calls for:

Residential driveways: 2 inches of asphalt over 7 inches of compacted Class 7 aggregate base.
Commercial driveways: 3 inches of asphalt over the same 7-inch base.
No gravel: a gravel driveway isn't allowed in the right-of-way.
