What Helena-West Helena's zoning code requires of driveways

Section 6.3, in Article 6 (Off-Street Parking and Loading Requirements), calls for either asphalt or reinforced concrete:

Commercial driveways: a two inch asphalt surface over a six inch compacted sub-base, or a six inch reinforced concrete surface over a compacted sub-base.
Residential driveways: a two inch asphalt surface over a six inch compacted base course, or a four inch reinforced concrete surface over a stable compacted sub-base.
The hard-surface requirement doesn't apply to residential driveway sections beyond the first 100 feet.
