Section 7 of the city's Land Subdivision and Development Code requires the Planning Commission to approve the plan for any development of two or more buildings. The city won't issue a building permit until that plan shows where the driveways, curb cuts, service easements, parking areas, and landscaping go.
That settles the parking lot's layout with the city before construction starts, so the asphalt goes down where the approved plan puts it.
